It isn’t actually a joke. It is true. Originally, Java was named Oak and was developed for “programming next-generation smart appliances” such as cable TV set-top boxes. When that didn’t work out, they decided to embed it in a browser (which was named HotJava). Their vision was that “the Internet could evolve into the same highly interactive medium that they had envisioned for cable TV.” But in the end Java was far more popular when used server-side.

Would Java have become as popular if it had not originally been focused on embedded systems? Who knows? But it is still true that Java became a popular language and that originally its design was focused on one thing (even though it was not the thing for which it eventually became popular). I doubt that is a coincidence.
